Cliff has 40 years of experience in civil and marine construction including as a manager and supervisor of Harbor Offshore Barriers’ projects for the past 11 years. He is a certified dynamic positioning (DP) vessel systems operator, a commercial diver and an offshore crane operator. He holds a 200-Ton Master’s License.

Senior Barrier Technician

Chris is responsible for marine security barrier installations and maintenance. A highly experienced rigger, he was the senior barrier technician for installations in Bangor, Washington; San Diego, California; Sasebo, Japan; Rota, Spain; and Brest, France. He continues to carry out maintenance and inspection responsibilities for US Navy barrier systems in their Northwest and Southwest US regions. Since 2004, when he joined Harbor Offshore Barriers, Chris has logged more than 14,000 man-hours of barrier work and prepared thousands of maintenance reports relating to security barrier systems worldwide. His expertise includes barrier systems fabrication and large-project quality control procedures development and application.


Lester Garrett

Lester has over 36 years of experience in marine and civil construction industries. He has been involved on projects worldwide in North, Central and South America, Southeast & South Asia, Middle East and Europe. Lester’s industry experience ranges from subsea cables power and fiber, commercial fishing, subsea survey, oil & gas, shipyard operations, nearshore civil and commercial building construction. Over the years, Lester has gained expertise in site inspections, cost estimating, contract negotiations, logistics, safety management, scheduling, vendor, subcontractor and customer relations.


Lauren Collins

Lauren Collins has over 11 years in the commercial diving and marine construction industries. Her career began in 2008 working as the port engineer/project supervisor for the marine transportation company contracted to supply crew and tugboat services in support of the San Francisco-Oakland Bay Bridge (SFOBB) Self-Anchored Suspension (SAS) Span project. During the SAS project, Lauren began transitioning into commercial diving operations where her focus remains today.

Mr. Merril Collins has 18 years of experience in the marine/underwater construction and commercial diving industry.  His experience is varied and includes project management, supervising, diving in or on hydroelectric facilities, industrial plants, dams, piers, bridges, shipwrecks, quay walls, large vessels, and potable water facilities.  All responsibilities include overall project safety, production, and interaction with clients, troubleshooting, and keeping workforce on task.  In the role of project manager and supervisor he has interfaced with different government and municipal agencies such as the United States Army Corps of Engineers, United States Coast Guard, United States Navy, and many other private companies and municipalities.

Patricia works out of the headquarters in Ventura, CA and oversees the contract, payroll, accounting and administrative functions of the company. She holds a Bachelor of Science degree in accounting and has over 20 years of accounting experience .
